Our mission is to provide services to residents in ritchie county, which will enable them to live independent, meaningful, and dignified lives in their own homes and communities.
Since 1972, Ritchie County Family Services (RCIFS) has been committed to providing services to the older adults of Ritchie County; services that will enable them to remain in their homes and delay nursing home placement when feasible.
In addition to services for the elderly, RCIFS operates a Public Transportation program, which is largely used to access health care, both in Ritchie County and surrounding counties.
Services are also provided to individuals under the age of 60 who qualify through the WV Medicaid Personal Care and Waiver programs.

Services & Eligibility
Senior Nutrition Program
The Senior Nutrition Program provides a hot, nutritious meal five (5) days a week at two locations in Ritchie County. Persons age 60 and older may eat on a donation basis. Under 60 are charged a fee. Limited transportation is available. Home Delivered meals are available to homebound seniors (age 60+) who live on delivery routes.
Public Transportation
The best health care in the world means nothing if it is not accessible. The RCIFS Public Transportation Program enables residents of Ritchie County, regardless of age, to access health care. Transportation is provided on a donation basis to all surrounding counties, as well as Marietta and Belpre Ohio. Transportation also available to access other services and shopping.
Appointments must be between 10:00 a.m. and 2:00 p.m. to allow for all riders to be dropped off in time for their scheduled appointments.
Medicaid Waiver Personal Care
The Medicaid Waiver program provides long-term care to help individuals stay in their home rather than go to a nursing home. To be eligible, participants must be Medicaid eligible and deemed by APS Health Care as eligible for nursing facility care.
Medicaid Personal Care
The Personal Care program provides services needed by individuals with a physical or mental impairment as deemed necessary by their physician. To be eligible, participants must be Medicaid eligible and need assistance with their personal care such as bathing, dressing, grooming, toileting, etc.
Senior Health Insurance Counseling Program (SHIP)
SHIP is an information, counseling, and assistance program for people with Medicare and their families when they need help with Medicare questions. This service is provided at no charge.
Veterans Program
Eligibility is determined by a VA doctor, and the disability making the care necessary must be at least 50% service related. The Veterans Program is an in-home care program with services similar to the Medicaid program.
Lighthouse Program
The Lighthouse program provides personal care services to individuals who are at least 60 years of age and are assessed as medically eligible by our R.N. There is a sliding fee for service.
Respite Services
RCIFS offers two programs designed to give a break to full time caregivers. The FAIR program is our Alzheimer's In-Home Respite program. A diagnosis of Alzheimer's or related dementia is required. The other Respite program is for individuals caring for ill or frail individuals who do not have an Alzheimer's or Dementia diagnosis. Both programs are designed to give caregivers a break. There is a sliding fee.
Senior center Activities
Senior activities are offered Monday, Tuesday, Thursday and Friday. Scheduled activities include art classes, chair yoga, crafts, musical entertainment, movies, games and holiday celebrations. Educational workshops are scheduled at the Center throughout the year.
